Agricultural education and teacher training got their usual notice: the one was said to be a failure "entirely due to lax administration"; the other because of the ridiculously small numbers attending each: forty-one students among five training colleges. The commissioners found secondary education good of its kind; but not really entirely of the right kind—a position that has changed little in the West Indies. It is still true that where secondary grammar schools prove themselves to be good, they are so in an entirely traditional and formal manner: "experimental", "informal", "creative"—are all very close to being "bad words" in West Indian schools—especially, interestingly enough, in the boys' schools.
